<p>The future of a proposed wind farm project in St. Croix County remains in doubt, even as progress is being made on an application before the Public Service Commission of Wisconsin.</p>
<p>The $250 million Highland Wind Project was first proposed about four years ago, when Emerging Energies of Wisconsin LLC approached the Town of Forest in northeast St. Croix County about its idea to install about 40 wind turbines on various properties. Studies of wind in the area proved that the region is well suited for the generation of wind energy. Average wind speeds in the town are about 16 to 17 mph, which is sufficient to turn a large turbine and thus generate electricity.</p>
<p>Since completion of the study, the company worked quickly to gain the necessary agreements, easements and approvals.</p>
<p>The project came to a screeching halt, however, when some township residents objected to having the large turbines scattered throughout the municipality. Some claimed the turbines posed a health risk, while others didn’t want the rural atmosphere of Forest to be compromised.</p>

<p>Madison, WI – Today, decision makers, community members, utilities, developers, and advocacy groups met in Madison for a stakeholder meeting about the promise offshore wind in the Great Lakes.</p>
<p>“Great opportunities await Wisconsin in the form of an incredible natural resource – the winds of Lake Michigan right here on our shores,” explains Mary Ann Christopher, a partner at Michael Best &amp; Friedrich in Milwaukee and member of the Great Lakes Wind Collaborative. “Europe and Asia are leading the way with almost 4,000 MW of off-shore wind in operation and almost 6,000 MW more under construction. Wisconsin can follow suit, bringing jobs, investments, and clean energy home by developing offshore wind in the Great Lakes.”</p>
<p>Experts from both sides of Lake Michigan gathered to discuss how we can responsibly develop offshore wind while reaping economic benefits.</p>
<p>“Offshore wind development in the Great Lakes and off the Atlantic Coast is likely to create jobs in Wisconsin in manufacturing, shipbuilding, boat building, wind farm construction, port operations, and maintenance of offshore wind farms,” noted Bob Owen, an energy consultant from Middleton. </p>
<p>“Wisconsin&#8217;s breadth of relevant manufacturing and wind construction expertise is unparalleled in the Great Lakes Region. Wisconsin could be a leader in freshwater offshore wind technology and related employment.”</p>

<p>Wisconsin’s politically contested wind-turbine siting rules would quietly go back on the books if the state’s legislature doesn’t take up the issue this session.</p>
<p>While it’s premature for wind energy supporters to declare victory, the rules’ opponents appear to have little appetite for reopening the controversy, according to observers.</p>
<p>“This is an issue they don’t want to have anything to do with right now,” says Michael Vickerman, director of Renew Wisconsin, a renewable energy advocacy group. “It’s kind of reached the radioactive phase.”</p>
<p>The <a href="http://www.midwestenergynews.com/2011/01/06/wisconsin-wind-turbine-setback-rules-midwest/" target="_blank">first-in-the-nation rules</a> were aimed at streamlining the messy, often shifting patchwork of local setback rules, which govern the distance wind developers need to leave between turbines and adjacent homes. A 2009 law instructed regulators to comes up with a statewide setback policy. After two years of hearings and debate, they issued rules restricting turbines from within 1,250 feet of neighboring residences.</p>
<p>On the day the rules were to take effect last March, however, a Republican-controlled legislative committee voted along party lines to <a href="http://www.jsonline.com/business/117210118.html" target="_blank">suspend the statewide rules</a>. Gov. Scott Walker instead proposed an 1,800-foot setback from the nearest property line, which the American Wind Energy Association said would essentially <a href="http://www.awea.org/blog/index.cfm?customel_dataPageID_1699=5114" target="_blank">shut down</a> the state’s wind industry.</p>
<p>Since then, wind developers have cited regulatory uncertainty in <a href="http://insideclimatenews.org/news/20110323/wisconsin-wind-energy-renewable-portfolio-standard" target="_blank">suspending or canceling</a> five major developments totaling $1.6 billion in <a href="http://www.wisconsinwatch.org/2011/12/14/turbine-jobs-are-gone-with-the-wind/" target="_blank">economic investment</a>. Vickerman says wind energy supporters have successfully highlighted the economic consequences of Walker’s action, which is why party leadership seems to have lost interest in the fight.</p>
<p>“These guys are afraid because the issue has boomeranged on them,” says Vickerman. “Scott Walker does not really want to be known as someone who has killed jobs by basically shutting down the commercial wind industry in Wisconsin, and neither do the legislative leaders.”</p>

<p>A committee wants Brown County to ask the state to pay medical bills for anyone becoming sick because of wind turbines, but we don&#8217;t think it&#8217;s the county&#8217;s place to make such a move.</p>
<p>The human services committee voted last week to seek emergency aid for families near the Shirley Wind Farm in the town of Glenmore, blaming the state for allowing what supervisors said was &#8220;irresponsible placement&#8221; of wind turbines. Several people testified to the committee that they or their neighbors have experienced conditions such as anxiety, depression and weight loss and fear they have been exposed to a greater cancer risk.</p>
<p>We feel for local residents who believe their health has been compromised by wind turbines. But until the state establishes setback rules and other regulations governing wind turbines, the county&#8217;s effort in this case is futile. . . .</p>
<p>If county supervisors want to make recommendations on setback limits or other issues involving wind turbines, they should do that and forward their opinions to the state. But a resolution seeking compensation for medical bills comes with the assumption that the wind turbines caused the problems in Glenmore. That&#8217;s a conclusion that hasn&#8217;t been determined.</p>
<p>Brown County has been a focus area for wind energy companies in recent years. The landscape is conducive to the placement of turbines because the topography helps produce a steady wind flow. An advocacy group — Brown County Citizens for Responsible Wind Energy — has lobbied for greater setback distances, saying turbines too close to residences and schools pose potential health problems.</p>
<p>The opposition led Illinois-based Invenergy Inc. to withdraw its plans to build a 100-turbine wind farm in the towns of Morrison and Glenmore.</p>
<p>The wind energy industry cites, with good reason, the fact that wind turbines provide a useful and necessary energy source. They also provide financial compensation for land owners who agree to have wind turbines erected on their property.</p>
<p>Still, some opponents say the negatives outweigh the benefits. Some have also claimed the turbines lower property values.</p>
<p>The responsibility for establishing wind energy rules rests with the Public Service Commission. A legislative committee suspended the PSC&#8217;s proposed turbine siting rules 11 months ago and instructed the state agency to work on a compromise that would be acceptable to both sides. PSC spokeswoman Kristin Ruesch told the Green Bay Press-Gazette Monday that no such compromise has been reached. She also said she doesn&#8217;t think the issue of medical bill payments has been part of the discussions.</p>
<p>We urge the PSC to accelerate the discussions to reach a compromise that will be acceptable to both sides and the state Legislature.</p>

<p>LINCOLN TOWNSHIP, Wis. — When the 31 Vestas wind turbines in northeast Kewaunee County, Wisconsin began producing electricity in the summer of 1999, a moderate Republican named Tommy Thompson was a few months into his fourth term as governor. Relative peace reigned between the parties in the legislature, statewide unemployment was at a record low and the Dow had just topped 10,000 for the first time.</p>
<p>But in Lincoln and Red River townships, where the turbines were erected, the climate was anything but mild. Residents’ tempers had been flaring since before April 1998 when Madison Gas &amp; Electric (MGE) hosted the first meetings in the community about its plans to build 11.2 megawatts of wind power in the area. Wisconsin Public Service (WPS), a Green Bay-based utility, had also announced its intention to build a large-scale wind farm in the area.</p>
<p>Despite the heat, the two utilities found more than enough landowners in the two towns willing to host all 31 turbines, and the town boards soon voted to approve conditional use permits for the projects. But pressure from several vocal landowners convinced the Lincoln town board in February of 1999 to amend its zoning ordinance to require board affirmation of all applications for future conditional use permits. A few months later, both townships adopted 18-month moratoriums on future wind farm sitings.</p>
<p>“We had some real knock-down-drag-outs,” said Mick Sagrillo, who chaired a committee charged with evaluating the impact of the projects on residents and proposing any changes to the permit process. More than anything, Sagrillo said, people feared change. . . .</p>
<p>A 2003 <a href="http://www.blogger.com/blogger.g?blogID=2473805737745096773#editor/target=post;postID=6601453565919499348">study</a> by the Renewable Energy Policy Project (REPP) found “no significant evidence that the presence of the wind farms had a negative effect on residential property values” in the communities closest to the Kewaunee County turbines. . . .</p>
<p>When asked if dollars promised to landowners and the townships have materialized, Jerabek said, “I haven’t had any landowners complain that they haven’t received their lease payment.”</p>

<p>Construction of the largest wind farm in the state is complete, with the Glacier Hills Wind Park northeast of Madison online and generating power for We Energies.</p>
<p>With 90 turbines, the Columbia County wind project is expected to generate 162 megawatts of power, or enough over a year&#8217;s time to power 45,000 homes. We Energies also operates the 88-turbine Blue Sky Green Field Wind Center in Fond du Lac County.</p>
<p>&#8220;The completion of Glacier Hills on time and on budget was achieved largely through the talents of Wisconsin companies and Wisconsin labor,&#8221; Gale Klappa, the utility&#8217;s chairman and chief executive, said in a statement announcing the wind farm was placed into commercial service.</p>
<p>Wisconsin contractors participating in the project included Boldt Construction, Edgerton Contactors and Michels Corp., with towers manufactured by Broadwind Energy, formerly TowerTech, in Manitowoc.</p>
<p>When all costs are finalized, We Energies said, the project will come in below the target of $363.7 million set by the state Public Service Commission.</p>
<p>The two We Energies wind farms are part of the utility&#8217;s plan to meet Wisconsin&#8217;s renewable-energy standard, which requires the utility to supply about 8% of its power from renewable sources by 2015.</p>

<p>When Wisconsin voters elected Scott Walker governor and handed Republicans control of the Legislature, about 1,000 new jobs in the emerging wind energy sector stood waiting on the state&#8217;s horizon, according to industry proponents.</p>
<p>But Walker, who received at least $1.5 million in campaign cash directly from interests opposed to wind energy and much more indirectly, quickly quashed the rules that would have allowed those jobs &#8211; and the state&#8217;s energy independence &#8211; to move forward.</p>
<p>Walker&#8217;s move reportedly startled wind-energy supporters on both sides of the political aisle, since the so-called &#8220;wind siting&#8221; rules were ironed out during a year of negotiations with all the major stakeholders and approved by a two-thirds, bipartisan majority of lawmakers during the legislative session immediately preceding the state&#8217;s GOP takeover.</p>

<p>Madison, WI—The Public Service Commission of Wisconsin (Commission) has received an application from Highland Wind Farm, LLC to build a 102.5 megawatt wind project located in the townships of Forest and Cylon, St. Croix County, Wisconsin. When the application is deemed complete, the Commission will have up to 360 days to make a decision on the application. </p>
<p>An electric generation project of 100 megawatts (MW) or greater requires a Certificate of Public Convenience and Necessity (CPCN) from the Commission.</p>
<p>The Commission has siting jurisdiction over all wind energy systems 100 MW or larger and over utility-owned wind energy systems, regardless of size.</p>
<p>A political subdivision (city, town, village, or county) has siting jurisdiction over non-utility wind energy systems smaller than 100 megawatts.</p>
<p>2009 Wisconsin Act 40 made several changes to the state statutes regarding the siting of wind energy systems. The law retained the jurisdictional split between the Commission and political subdivisions; directed the Commission to write wind siting rules; and stated that a political subdivision may not impose requirements that are more restrictive than those in the Commission’s wind siting rules.</p>
<p>In response, final Wind Siting Rules promulgated by the Commission (PSC 128) were published in the Wisconsin Administrative Register on February 28, 2011, to be effective March 1, 2011.  Currently the rules are not in effect due to legislative suspension.</p>
<p>The Commission and interested parties are currently working to resolve concerns regarding wind siting for non-utility projects under 100 MW. Because Highland Wind Farm, LLC has planned a project surpassing the 100 MW threshold, the project application will be treated like any other CPCN application received by the Commission; however, the Commission is also statutorily required to “consider whether installation or use of the facility is consistent with the standards specified in the rules promulgated by the commission under Wis. Stats. §196.378 (4g) (b),” meaning the Commission will need to at least consider whether the application is consistent with the standards in the promulgated, yet suspended, PSC 128 rules.</p>
<p>Once the Commission receives all pieces of an application, the Commission has 30 days to determine whether the application is complete.  After a CPCN application is deemed complete, the Commission urges the public to take advantage of the many opportunities to weigh in. The public is encouraged to read the Commission’s public notification letter, verify interested parties are included on the Commission mailing lists, review the application posted online, ask questions of the Commission staff, submit comments, and testify at hearings. Information can be found at the Commission’s web site, <a href="http://psc.wi.gov">http://psc.wi.gov</a>, and at local libraries, government offices, clerks’ offices, and within the environmental review documents that will be prepared for the project.</p>

<p>The turbine foundations have been built and basic infrastructure is in place for Wisconsin&#8217;s first community wind project.</p>
<p>Cashton Greens Wind Farm, set to begin operation this spring near Highway 27 southwest of Cashton in Monroe County, is expected to generate nearly 5 megawatts of energy, enough to power 1,000 Cashton homes annually.</p>
<p>The $11 million renewable energy project is a collaborative effort of the Village of Cashton, Gundersen Lutheran Health System and Organic Valley, the nation&#8217;s largest cooperative of organic farmers.</p>
<p>Cecil Wright, Organic Valley director of sustainability, said planning on the wind farm, which is being erected on land near the cooperative&#8217;s distribution center, began in 2008.</p>
<p>&#8220;It&#8217;s taken a lot of discussion and a lot of learning,&#8221; he said.</p>
<p>The project is one of several Organic Valley has spearheaded in an effort to gain energy independence. Others included the use of biodiesel in its truck fleet, solar photovoltaic windows in its headquarters and solar hot water panels in its cheese packaging plant and cafe.<span id="more-5785"></span></p>
<p>The cooperative also encourages energy efficiency for its members through an On-Farm Sustainability Program.</p>
<p>&#8220;Our farmers and board have always wanted us to be responsible and get involved in renewable energy,&#8221; Wright said. &#8220;Climate change is real for us, there&#8217;s no doubt about that. Our farmers get that, our organization gets it, our consumers get it.&#8221;</p>
<p>Electricity generated from Cashton Green&#8217;s two commercial-scale turbines will flow into the Cashton power grid. The village invested in the wind farm&#8217;s infrastructure.</p>
<p>As developers and owners of Cashton Greens, Organic Valley and Gundersen will receive income per kilowatt hour generated. Through a renewable energy contract with the Upper Midwest Municipal Power Agency, the two companies will buy back energy to offset their footprints.</p>
<p>&#8220;We&#8217;ll turn around and buy it back after it goes through the system,&#8221; Wright said, &#8220;but the actual electrons will be used by the village.&#8221;</p>
<p>The partner companies will benefit from renewable energy credits.</p>
<p>Wright said the wind farm will allow Organic Valley to hedge rising energy costs.</p>
<p>&#8220;As the price of electric goes up, our project revenue will go up with it,&#8221; he said.</p>
<p>A pre-project performance study suggested a pay-off point of 20 years, he said.</p>
<p>&#8220;If the cost of electricity goes up, it should more than pay for itself in that time,&#8221; he said.</p>
<p><strong>A plan for independence</strong></p>
<p>Cashton Greens is one step in a long-term plan to make Gundersen Lutheran energy independent by 2014.</p>
<p>Corey Zarecki, director of engineering and operations for Envision, Gundersen&#8217;s renewable energy program, said the health care system has aggressively worked toward that goal since 2008.</p>
<p>&#8220;Within the first 18 months, we improved energy efficiency by 20 percent,&#8221; he said.</p>
<p>Zarecki said Gundersen&#8217;s interest in renewable energy was spurred by increasing utility costs.</p>
<p>In 2007, the system&#8217;s energy costs were increasing at a rate of more than $350,000 per year.</p>
<p>&#8220;Those costs were translating as higher health care costs,&#8221; Zarecki said. &#8220;We chose to do something about it.&#8221;</p>
<p>The resulting renewable energy program has led to implementation of solar and biomass electric, a heat and power partnership with a local brewery, and an Onalaska landfill gas energy project that will be operational in 2012.</p>
<p>Gundersen is also tied to a similar wind farm site near Lewiston, Minn., that should be running by New Year&#8217;s, Zarecki said.</p>
<p>&#8220;Our overall goal with Envision is to be both ‘green&#8217; and ‘green,&#8217; &#8221; he said. &#8220;We want to reduce the cost of health care while being green from the environmental perspective and the financial perspective.&#8221;</p>
<p>Most Envision projects have had paybacks of five to 10 years, Zarecki said.</p>
<p>The health care provider is invested in improving the communities it serves, he said.</p>
<p>&#8220;If you think about a hospital, we&#8217;ve been the community for 100 years,&#8221; he said, &#8220;and we hope to be in the community for longer than that, into the future.&#8221;</p>
<p>With the wind farm and completion of recent solar projects, Wright said renewable energy will account for 10 percent of energy usage at the Organic Valley headquarters.</p>
<p>The wind farm will also serve as a living lab for students from the Western Technical College of La Crosse.</p>
<p>Wright and Zarecki said they hope Cashton Greens sets an example.</p>
<p>&#8220;Most wind projects are done by developers or utilities,&#8221; Wright said. &#8220;It&#8217;s a little more unusual for companies and a community to get together.&#8221;</p>
<p>Michels Corporation, a Brownsville-based contractor will install the turbines.</p>
<p>The partners are anxious to see the turbines at work.</p>
<p>&#8220;The tower and blades will show up in February, and we&#8217;ll begin installation in March,&#8221; Wright said. &#8220;We&#8217;re hoping to have things turning by May.&#8221;</p>

<p>MOUNT PLEASANT &#8211; Amid some opposition from neighbors, SC Johnson is set to build two of the largest wind turbines in Racine County at its Waxdale manufacturing facility, a project expected to supply about 15 percent of the facility&#8217;s electricity usage.</p>
<p>In a 6-1 vote, the Village Board approved the conditional use petition on Monday to erect the turbines at the facility, 8311 16th St. Trustee Harry Manning dissented, expressing concerns over the size &#8211; about 415 feet tall &#8211; of the energy facilities.</p>
<p>&#8220;The noise is going to be there. There is going to be flickering. You read anywhere, they&#8217;ve had nothing but problems,&#8221; said Mount Pleasant resident Gail Johnson, 62. Johnson said her home is located on Willow Road, right across from where the turbines are expected to be built.</p>
<p>However, village officials said SCJ has gone &#8220;above and beyond&#8221; to address concerns by neighbors. Conditions set by the village include ensuring the wind turbines minimize noise decibel levels and shadow flickering.</p>
<p>Any noise would be no louder than traffic heard on Highway 20 or Highway 11, said Christopher Beard, reputation management director at SCJ.</p>
<p>The company has also offered to put in additional landscaping, if needed, such as trees that may block views of the turbines from residences, he added.</p>
<p>In addition, after meetings between the company and some residents, including those who opposed the project, SCJ has reduced the number of turbines from five to two.</p>
<p>Racine-based SCJ has said the wind turbines are the latest in a series of investments at Waxdale that will enable the site to produce 100 percent of its electrical energy on-site, with about 60 percent from renewable sources.</p>
